As
the grantor for the Kansas Nutrition Education Plan:
Enters into an agreement with Kansas Department
of Social and Rehabilitative Services to provide reimbursement
funds for third party (non-federal, nonprivate) in-kind match
for FNP.
Offers guidance in interpretation and implementation
of federal regulations governing FNP.
Reviews/accepts Kansas Family Nutrition Program
proposal.
Requires interim and year-end reports from Kansas
FNP.
Conducts program and budgetary audits as necessary.

Kansas
Department of Social and Rehabilitative Services
As the sponsor of Kansas Nutrition
Education Program:
Submits the Kansas State Plan of Operation (which
includes the Kansas Family Nutrition plan) for approval to the
granting agency, the USDA.
Contracts with Kansas State University Research
and Extension for the administration and
implementation of the Kansas Family Nutrition Program
to provide nutrition education activities for the benefit of targeted
low-income families.
Reports FNP in-kind match and expenditures to the
USDA for reimbursement funds.
Approves transfer of funds between Kansas FNP budgetary
categories to accommodate unanticipated needs.
Requires an inventory of all equipment purchased
with FNP funds.

Nutrition Network
Links agencies and organizations
from across Kansas that provide food or nutrition education services,
especially to food stamp eligible individuals.
Uses social marketing techniques
to increase the awareness and use of those agencies.
Seeks to increase the variety
of nutritious food consumed by food stamp eligible Kansans.

KSU-FNP
Provides leadership for Kansas FNP counties in delivering
nutrition education to food stamp eligible clients.
Reviews county FNP program and budgetary proposals,
and incorporates them into a state plan to submit to USDA for acceptance.
Provides educational curricula, materials, and suggested
program delivery models designed for use by FCS agents and nutrition
assistants with the target audience.
Provides methodology and tools for evaluating participant
knowledge and behavioral change/program impact.
Provides guidance in implementing federal and state
regulations governing the FNP program.
Provides guidance for the local management for FNP
funding, with regular reports to counties regarding status of match
and expenditures.
Prepares state interim and final reports to submit
to the USDA.

Area FCS Specialists
Provides advice and counsel to the FNP FCS agent.
Integrates FNP plans with the total county educational
program.
Advises agents on the development of their FNP proposals.
Acts as a liaison between
- FNP FCS agent and FNP-KSU office
- FNP FCS agent and Area Director
Meets regularly with state staff on FNP issues.
Coordinates area-wide communication among agents.
Manages FNP area budget.

State Specialists
Offers research-based nutrition information and training
designed for use by the FNP FCS agents and nutrition assistants
to provide nutrition education to food stamp eligible clients.
Provides methodology for evaluating the impact of
FNP programming.
Maintains contact through printed materials, trainings,
e-mail, telephone, etc.

FNP FCS Agent
With FNP and matching collaborative agencies' resources:
Plans and directs a nutrition education program that
targets food stamp eligible clients that is approved by the FNP-KSU
office, County Extension Board, and other appropriate local and
area KSU Extension administration.
Directs the county FNP program following federal
and state FNP regulations and Extension system budget and personnel
regulations.
Creates a community advisory committee comprised
of representatives of agencies who serve the food stamp eligible
audience.
Arranges for appropriate match of in-kind resources
from public, non-federal, community agencies to obtain FNP reimbursement.
Develops relationship with county SRS office.
Nurtures collaborative relationships with community
agencies with intent of raising the level of nutritional well-being
of eligible food stamp recipients in the community.
Conducts evaluation of participants' knowledge and
behavioral change.
Manages the county FNP budget following approved
practices.
Maintains and submits FNP records and reports in
a timely manner.
Recruits, selects, supervises, and evaluates nutrition
assistant.
Attends FNP approved conferences and trainings.
Insures materials utilized for FNP programming are
research-based and appropriate for the target audience. The foundation
of the programming should be based primarily on FNP approved curricula.
Provides outreach messages on the benefits and availability
of food stamps.

County FNP Advisory
Committee
Comprised of collaborating agency partners and county
FNP FCS agent:
Offers an opportunity to explore programming and
recruiting ideas for FNP.
Provides advice and counsel to the FNP FCS agent
regarding the food stamp recipient population.

Collaborating
Agencies
Serve on a community advisory committee collaborating
with other agencies serving food stamp eligible clients.
May provide in-kind match of resources (materials,
space, personnel, etc) to the county's FNP program.
Provide advice and counsel regarding needs and concerns
of the food stamp recipients.
Provide a possible avenue for contacting or recruiting
clients for FNP educational programs.

Nutrition Assistant
Under the guidance and supervision of the FNP FCS
agent, the nutrition assistant:
Assists the agent in the delivery of nutrition education
programming to food stamp eligible clients using agreed upon program
delivery methods, materials, and evaluation instruments.
Attends local, area, or statewide trainings and other
meetings as determined and approved by the supervising agent.
Assists agent in maintaining communication with community
agencies for follow through on agency referrals and promotional
activities for EFNEP/FNP.
May assist the agent in the development/review of
some educational materials.
Prepares and submits accurate, timely records and
reports on a daily/weekly basis.

Program Assistant
Delivers nutrition education to food stamp eligible
clients.
Participates in local coalitions/collaborations that
would benefit the nutrition education of limited resource clients.
Reports to county agent or other personnel in charge
of county FNP.
Prepares county FNP reports and records for submission
to state FNP office in cooperation with the county FNP contact.
Prepares reports of activities and accomplishments
for county agent to present to the county Extension board.
